They claim to have measured the 'final effects' of atmospheric disturbance to claim it is in place.
I thought they would go this route, they have no choice. Declare victory and go home. Next year, the media will have titles - Strong El Nino and Harsh Winter? They will just rub their heads and call it another mystery of climate change.
We probably still have a week before the Arctic tip-bucket goes over. The world temperatures will go down with this 'strong el nino'. It will be called a 'negative el nino' or some such wonderful thing.
