We got 90% compliance, but a few criminals left their leaves on the road to clog up the storm drains. Now, the city is picking up those leaves with their own crews.
The key for success is that they are not using the vacuum trucks to pick off the grass. In the old days, they said to never put the leaves on the road. However, now, put all the leaves on the road, if you want to be nasty.
