In physics you establish priorities or rankings. A force that is less than 10% of the main force is ignored. Leftwingers take any influence they want and make a big deal of it. For example, the bit about the butterfly is totally false because in any situation, the thermal noise is way above the wing flap. Leftwingers use that one for everything.
Here we have a big fla-flutter about some insignificant mussels. Perhaps there are big fans of mussels, but they aren't that sensitive to radiation. So, the amount of radiation that might tickle these things would kill millions of humans. It's like worrying that cockroaches might be slightly discomfited.
The facility will be built so that nothing is obvious. They will ignore the long odds, as everybody with nuclear does these days. I was born into nuclear when we cared about the long odds, but it has all been taken over by Masters of Expediency.
