Cocaine is just concentrated caffeine. It is used mostly by rich people (like the late Rob) to stay awake in Hollywood clubbing parties, where they drink a ton.
You can't separate cocaine and alcohol. Standard drunks pass out at 7 pm, after 2 litres of wine. You see tons of them at the LCBO in the afternoon getting a litre of wine or small bottle of booze. Super drunks go way beyond that.
You can treat drunks and super drunks in a facility that gives them all they want to drink. You first convert the sd's to plain d's. They track their booze and eventually get off it. All of this requires lots of money, and you don't get it from alcohol sales. Cannabis can help here.
Coca plants can be grown in the same facilities as cannabis. Weak coca tea might help people, it is very therapeutic. The huge US cocaine demand is destroying every country in Central and South America. Time to cut off the money.
Poppies can be grown as well, but the synthetics are dominant, and there is probably no need.
ps. for the moralists, there is nothing more deadly than concentrated THC, which will be legal soon. It will fight the opiates.
