This is a great article without a mention of costs. Right now, they are estimating a total cost of 2 billion, which is chicken feed for these things. I'm calling it physically impossible, so my novel is all about how they use magic to fix it up. Magic is required to cut off the egg tops, lift and restore the caps without breaking the concrete to rat shit.
More magic is required to fill the rotten foundation.
ps. the fantasy holds for the cost estimate, and the start of construction. Boring reality only comes into play if they try to do something.
