I've written on this a few times, but here they were expressing great surprise that a rogue wave was 3 times the size of the background. With BT, that is expected.
Our world is dominated by people trying to over-steer the BT. If you read a book on Quality Control, you see that is a bad thing.
All of nature is a game of Plinko. If you chart out the probabilities of where it lands, you get the BT, which controls any process with a large number of inputs.
For Quality Control, the goal is to expect an outlier, so that you reduce the normal noise to such a low level that you can take the hit. Our Earth has temperature cycles, so the recent warming period was a simple excursion. Now it may go into a cold excursion.
