Ok, that was a few months of wasted effort. All of sudden, my perfect frigate setup was no longer seeing the camera. Endless people complained all through the internets, and no answer. It was a dang 'security' update in Docker.
Turns out, docker creates it's own network, and doesn't want anybody going in or out. Very secure. That's the new default.
The only instructions on how to do it.
They're in freakin' German! Googs translate is your friend here. You can go against the security thugs with the sunglasses by making your container a part of your main network. Then, no problem.
