This is something like the 25th warmest November, maybe more. It's way beyond 10, and might not even be in the 'upper third'. I think they'll have to go for 'upper half' or 'upper three quarters'. This is just the national November temperatures, and they go up and down a lot. Put more money into the heating bill!
