Japan is going for the foreshock thing I mentioned yesterday. All big M9 earthquakes have an M7 foreshock, but M7 earthquakes are a dime a dozen there. Really, the odds that an M7 means anything are close to the odds of an M9 happening anyway, anywhere around Japan.
The really sharp and clean subduction zones are a wet old bathtub. The fault is smooth and wet and regularly spits out M9's like slipping on that tub. The subduction zone for this quake isn't smooth, so I think they are just covering their rear. After all, they were totally hopeless for that last big quake.
I just love how the thick agencies love to issue dire warnings, which never happen. And afterwards, only they are able to pull out a plum and say 'What a good boy am I'. They have to do this to keep up the funding.
