Like I said before, this is 70's concrete with insufficient concrete cover over the bare steel wires. In order for a wire to snap, there has to be a large bad area. The same mechanism is attacking the whole pipe.
This pipe is doomed. They better think of a new pipe, because there is no alternative. Sewage pipes get corroded from the inside, so you can fix them with a liner. Not this sucker. I would think the rightwingers of Calgary would have better physics, but that hope is lost.
ps. and speaking of someone else who doesn't do physics.
These failures are on an exponential. As the giant hairball of programming grows, the problems increase.
