I love the statement "It's almost completely underwater." It would make a great Nintendo game obstacle to get by in your little Mario rowboat! Can you imagine the tip of thing slicing out of the water!

See this site for a good illustration. The turbines are mounted on towers from the seafloor to just above the surface. The turbine can climb up the tower to the surface for maintenance and back down to depth for generation. Again not the final solution but another facet of multi-source green energy.
Of Course ... I suppose that if mankind was to tap all tidal and ocean current enegry resources we might affect the rate of rotation of the earth and cause huge seismic calamity!
